Refusal to sign new lease agreement

Refusing to sign a new lease agreement due to illegal rent increase, is it considered eviction in the eye of law?
NHBS resolution 2024-1 states that for residential units under 10,000, the rent cap is 1% of the previous monthly rent. Yung binigay nilang new lease agreement ang increase ay 4.6%. The representative verbally said to me, it's either I accept it or not. I didn't accept it. In section 9 of RA 9653 (grounds for judicial ejectment) walang nakalagay na pwede ako basta paalisin dahil di ko tinanggap yung new lease agreement.
Either tanggapin yung illegal increase or hindi? Yan ang sabi ng representative dito sa building at barangay.
For non law people who had experienced close to this type of legal problem, umalis nalang ba kayo? Lilipat ba kayo kung ganto? Offer me your wisdom.
Additional information: No arrears and always on time payment (except for one time).
