What's wrong with udemy support now days. They don't respond to my email, they don't verify my profile, they don't approve my course that I want to publish.

I have made few courses and have prepared my own website selling sustainability course. Need some suggestions as to how should I market versus what's the minimum investment I need to put and some ground rules and expectation I should I keep in my mind if I hire marketing agency?
