1986 F250 xlt lariat 460 7.5 4speed 4x4

When running throttle sticks but if you hit the gas it sometimes goes back down also when shutting off it continues to run even with the key off it has a edelbrock carb I believe the 750 cfm but not completely sure just got the truck.

I assume its timing is off or carb needs a rebuild any help is greatly appreciated.
