Can soul claim spell revive a Morgaist? It says return a number of slain models with combined health of up to 3. So does that revive morghast revive with 3 wounds OR does the spell only revive 3 wound models?

I notice we don’t have commands in our codex? Is that normal that we don’t have specific stratagems? Do we still get to use command points for core Strats/commands?
