Woodlin Constitution

I realized I have never posted the Woodlin Constitution online, so here it is. Sorry if the formatting is weird on mobile.

Constitution of the Woodlin

Preamble

We, the founders of the Woodlin, for the purpose of guiding future generations on how this country we have found is to be practiced, establish and offer this document. This country is to be practiced to support and uphold freedom, liberty, and expression.

Article I

Section 1

Legislative Powers in conjunction with Judicial Powers henceforth shall be vested in the Woodlin Council.
The Council of the Woodlin is to be composed of Councillors which serve as representatives of each Province. Councillors are to have reached the age of thirteen by January first. The Citizens of the Woodlin in each Province shall, through a majority vote, elect a Councillor. For a Citizen to qualify to vote they must reach the age of ten by January first.
In order for the Council to be in session that is to say holding referendums - at least three Councillors must be present.
To the pleasure of the Marshal, two additional Councillors may be appointed. However, given the Marshal has chosen to appoint Councillors both must be appointed. Marshal appointed Councillors shall be appointed in conjunction with the time allotted for the people to vote on Councillors, and no further.
Councillor’s terms shall consist of six months; voting being held once in July and again the following year in January. If a Councillor is found to be insufficient in fulfilling their duties a council session shall be held during which a vote for untying the aforementioned council member shall take place. Shall the Council vote unanimously to untie the Councillor then they are to be taken out of office and stripped of their title. To fill this space the Marshal must appoint a new individual to fill the role as Councillor until the next Council elections take place. However, if there is a replacement in the Council legislative powers are temporarily revoked until the next Council elections.

Section 2

If a party violates a law or regulation instituted by the Woodlin Council the party is to appear in front of the Council at the demand of the Council or Marshal; when in session for the purpose or partial purpose of evaluating the party in question.
The Woodlin Council has the ability to summon the demanded party a total of three times before the Council must put forward a verdict on the third summoning. However the discussion of the verdict on the party can be continued between summonings.
A verdict can either be innocent or guilty. If a guilty verdict is reached then the council must next choose a penance for the party. This penance should be regulated to the offense according to the written law. If the Council finds penance regulated to the written law to be insufficient to properly punishing the offense the Marshal may allow for a different penance to be administered.
If a party/s experiences an alleged grievance with another party/s then the grievance can be brought before the Council at the party’s discretion. In this case the Council should work with the parties to defuse the situation.

Section 3

The Woodlin Council shall be the primary body of Government which has the power to create, alter, and nullify laws and regulations. In order for any of these to be adopted the Woodlin Council must first hold a referendum when in session. Given in the referendum the votes against the movement are over half the movement dies in that session. However, if the votes for the movement are over half then the notion is given to the Marshal to sign or veto the movement. If the movement is signed the law or regulation is created, altered, or nullified. Still, the movement will go back to the Council for a final round of voting where only if the movement gets unanimous support should it be treated as if signed by the Marshal.

Section 4

Any Declaration of War on another group or nation shall be approved by the Woodlin Council; only going into effect when the Marshal signs the Declaration. The Woodlin Army shall be deployed to the pleasure of the Woodlin.

Article II

Section 1

All command of the Woodlin Military shall be allotted to the Marshal of the Woodlin. The Marshal is to assume all duties of government given a government body has not previously and continually been delegated for such a task by either a Marshal or this document.

Section 2

The Army of the Woodlin shall be used to enforce the laws, regulations, and the will of the Woodlin People. The preceding Marshal is to be the Commander and Chief of the Woodlin Army. In the circumstance the Marshal declares Martial Law the Army of the Woodlin is to assume any and all duties and power of all other government organizations.  
Martial Law may only be enacted once for the duration of seven days before all other government organizations regain their powers. Further, the Marshal is unable to enact Martial Law for six months without the approval of the Council through majority vote.

Section 3

The Marshal shall appoint a Woodlin Citizen to inherit the office of Marshal. Shall the Marshal be unable to perform their duties this Hereditarias shall take office of Marshal. Shall the Marshal not appoint a Hereditarias the Woodlin Council shall appoint a Hereditarias through a unanimous vote with all Councillors present. Hereditarias shall only qualify for the Marshalship if they have reached the age of fourteen by the time they are needed. If the Hereditarias fails to qualify it shall be assumed the Marshal has not appointed one. However, the Hereditarias must be approved by the people through a majority vote of all eligible voters. This vote must occur immediately after the Council appoints a Hereditarias.

Article III

Section 1

The banner representing the Woodlin shall be composed of three equal horizontal stripes; the top being purple, middle being white, and the bottom green. On the white plain a red strip is to intersect it splitting the white into two sections being equal in height to the red. This impression should then be to the height of one unit and the length of two.

Section 2

The Woodlin shall assume power and fault over citizens. Governing bodies tied to the Woodlin are prime to all other groups. All territory recognized by the Woodlin Government, which is to say the Marshal and Council is under the complete jurisdiction of the Woodlin Government.

Article IV

Section 1

All funds and debts shall be regulated by the Woodlin Treasury. The Woodlin Council shall appoint a committee made up of any citizens numbering exactly three individuals; designating one of the score to serve as the Chair. The Marshal is permitted to be appointed to the Treasury Committee, however shall not be permitted to hold the Chair. This Committee shall serve until the next election of the Council

Section 2

The Treasury Committee shall regulate the Woodlin Treasury. This includes taxation, liquidation, distribution, and paying of debts related to assets held by the citizens and government.

Section 3

If the Council or Marshal believes the Treasury Committee is improperly handling Woodlin Assets then the Council must perform an audit of the Treasury Committee.

Article V

Section 1

All territory under the control of the Woodlin Government shall be recognized under the designation Province or Territory.

Section 2

Provinces shall be overseen by a Governor who is elected by the qualified voters of that province. Provinces have the right to govern their territory and citizens; within the limits of the Woodlin Council. This includes the rights of imposing provincial laws and maintaining a provincial militia under the direct command of the Governor. In addition to this the Governor is entrusted to create Provincial government organizations which have jurisdiction in that Province. However, if the Council believes a Provincial law is unconstitutional, through a Council referendum the law can be overruled by the Council.

Section 3

Territories shall be overseen by an Administrator; a Citizen appointed by the Marshal. Territories have the right to govern their territory. However, the citizens residing in a territory shall be governed by the Woodlin Council. This includes creation of laws, enforcement of laws, and infrastructure.

Section 4

For Provinces or Territories to be entered into the Woodlin the notion must be approved by both the Marshal and Council through a unanimous vote.
The initial Provinces governed by this Constitution shall include Mushy Lands, Alpha, and Ki.

Article VI

Section 1

Shall the Woodlin feel this document insufficient changes may be made in the form of Amendments. In order for an Amendment to go into effect it must gain approval from the Council; from an unanimous vote, Marshal, and majority vote from the Woodlin Citizens.

Article VII

Section 1

The Ratification of this document by the following members of the Woodlin shall be sufficient for establishing this Constitution as a faithful guide to continuing our hope for promoting freedom, equality, and self expression.  
We the People of the Woodlin in the year of our Lord, Two Thousand Twenty Five, July 18th recognize this document through the act of signing as the official Constitution of the Woodlin.
