What character can tank this Shout?

Just for context:

This Shout can bend wills of Dragons.

In lore there is one dragon Boziikkodstrun, which upon the end of the Dragon War fled sought refuge in Coldharbour, where he was jailed by Molag-Bal himself and tortured for secrets of his race.

He was unsuccessful and in frustration he was molded into the first Titan.

There isn't anything else known about this dragon outside this part of the lore, meaning he most likely even wasn't that important, meaning he was just a regular dragon.

TLDR:
This Shout can bend will of creatures with willpower so powerful, they can likely defy torture of God of Torture himself.

(Horrifying Trope) Species/entities/characters you absolutely DON’T want to exist.

Headcrabs (Half-Life) - A parasitic species that latches to faces of people, taking over their nervous system but keeping them conscious while experiencing brutal mutations and hazardous enviroment.

The Blob - Man-eating, ever-growing, intelligent amoeba (yes, I know movie describes it as bacteria, but it really behaves more like amoeba). What is it like to be dissolved in semi-solid viscous material? Imagine burning, boiling and drowning all while being unable to see, hear, or move.

Giant spiders (Especially Skyrim’s frostbite spiders) - If you know how spiders feed, then I think I don’t need to explain anything to you. If you don’t well…there are two general types of spiders. Active hunters and webspinners. Webspinners wait for prey to fall in their web before cocooning them. Hunters ambush prey, biting them and injecting them with paralyzing neurotoxin. Either way afterwards they inject prey’s body with enzymes, dissolving them from the inside. What makes frostbite spiders terrifying is, that they are both active hunters AND webspinners and often leave their prey cocooned for days.

How good is Last Dragonborn, if they do as many good things as they can?

By that I mean they still canonically do immoral deeds, like joining the Thieves Guild, or sacrificing their companion/friend to Boethiah.

But outside that, they save the world Threefold. Destroy the Dark Brotherhood. Help the poor and desperate etc

Every time I go around Revenue checkpoints they are marked in this red circle (which I assume means danger), but after some time (or low enough speed can't tell honestly) the red circle disappears and I can cross the checkpoint freely.

What am I doing or not doing? Is this deliberate? Is this a bug?

Just for context:

Second image is Landscape of Thorns, a hypothetical long-term nuclear waste warning marker proposed as form of deterrent for future possible civilizations, which would have different communication to us to warn them from attempting to dig in sites filled with nuclear waste.
It would benefit from the fact, that humans inherently see spikes, thorns, needles and similar objects as hostile or dangerous.

All Ancient Nordic burial sites seem so...hostile to look at.
Dark massive slopes of dark stone, standing ominously in mountains, some of them are ornate, but most are bland. Merely visible. Almost as if it was taunting everyone staring at them "Go ahead. Enter. And you'll know why I seemed so ominous to you..."

To specify: Character is completely capable of kicking puppies, torturing kitten, burning orphanages, and would absolutely do these things if it is beneficial to them.

And they do some heinous acts too occasionally.

However, it just so happens that rescuing people, helping cities, joining altruistic organizations, saving the world is most beneficial to them, because it is quite lucrative, builds connections, gives them access to some useful perks and well…they live on the world…so…

Example: Dovahkiin, evil playthrough.

I mean at their absolute worst, i.e. Champion of Stone-Fire, Listener of The Dark Brotherhood, killed their friends for the glory of Mephala, cannibal, corruptor of the Azura’s Star, Vampire Lord, drug dealer and much more.

Of course only in lore-friendly boundaries. We can safely assume in no reading of the story they ever massacred the whole cities.
