Is it normal to not have any hair on my face or chin after 4 years minimum of puberty?

I've been on puberty is 10/11 and yet still got no facial hair however on my lower part there is hair allover

Is they're any place or website for a tutorial to shave the private area?

Cause I have a jungle however I don't have a shaver or a razor but also don't know how to shave and wanted to know if there is anywhere I can learn lol 🤣
