When you go electrocute and when you go dark harvest? Are there other rune choices who are viable for zyra jungle?

All the pros go Rocket belt on immobile mages nowadays. Isnt this broken on zyra? Im so often in a gank where a small dash would make the difference of if i can land an e. Same with r. And also dodge.
