Need Help! Losing these guys and not sure if it's fungal or winter burn. What do I do?

Hey everyone, we have several rotos on the property that have these symptoms. We lost a big one last year, and want to do whatever we can to save these.

Searched through other posts, but I'm not sure if this is fungal or Winter burn, so I'm not clear on what to do.
