Each round includes the things from the previous rounds. Rhode Island does not have air assets.

Round 1: Caesar has access to Legio X and Legio VII

Round 2: He now has a detailed map of Rhode Island, as well as Legios V and VI

Round 3: Logistics are guaranteed, and he has gained access to Legios I-IV

Round 4: Walter White is providing enough meth to fuel Caesar’s army

Bonus Round: Caesar must worry about logistics again, but he has conquered Rhode Island and has set his eyes on the rest of New England. He has access to 30 Legions, his map and Walter’s now bottomless supply of meth.
