Should I be concerned about my neighbour who never leaves the house?

I live in a remote English village with no public transport and a 60-minute walk to the nearest shop via a busy road. My neighbor, who shares the same landlord, lives in a one bed house with no garden. The household consists of two adults and three children under age five.

​My husband and I both work from home throughout the week and weekend so barely leave the house ourselves and we have observed that the mother and children never leave the property. The father often takes the only vehicle (a four-seater Fiat 500 with no car Children's car seats fitted) leaving the mum and kids stranded for days at a time. Given the constant crying from the children and the isolation, I am concerned about their welfare and whether the landlord is even aware of the occupancy level, which seems to border on a legal overcrowding issue. Should I be concerned here? There's no obvious signs of neglect or abuse but something just doesn't seen right.
