Flower doesn't speak English fully because the phonemes she has correspond to Japanese, not English. However, in principle, one could take the sound files and reconstruct the original voice donor's vocal tract. Then calculate what they would sound like if they spoke English. Such an approach could make a modded version that would have the ability to pronounce all the sounds. While such a task is likely difficult/impossible without more data from the original person, it could, in principle, be done.
