First of all, it costs you a leg and an arm to book a cab from airport to anywhere. Then there are these long waiting lines and those independent taxi drivers trying to club in 3 people together. There is no regulation or segregation, the independent drivers will someday start lifting the customers from the airport forcefully.

Delhi airport is nothing like this, neither does it take so long to get a ride!
