HOA spending nearly half million in FEMA Road Repair Funds on Unlicensed Contractor - Work Already Started

In the latest episode of HOA's gone wild...

Our NC HOA got funds post-Helene for major private road repairs. Board hired landscaper (not a road contractor!) for huge scope (road regrading, ditch work, slide stabilization, culvert rebuilds, gravel resurfacing).

No GC license found despite $40K+ threshold. Quotes provided to owners (after work started) confirm earthwork requiring general contractor classification.

No permits shared, no board meetings, no owner meetings, no open meetings, no owner input, work already started. Board ignored repeated records requests.

Sent demand letter today. Escalating to state licensing board/FEMA if no license proof. Can't believe they'd risk federal funds like this.
