Homemade American Mahjong Tiles

My MIL loves playing Mahjong, to the point she taught me, my husband and my FIL this last weekend. We really enjoyed it. But one thing she kept talking about throughout the day is how she wants a really pretty tile set, but they're expensive. She has a cute blue mahjong mat with pink florals and mentioned how she adored these expensive tiles that were multicolored layered and matched her playing mat.
So, me being super crafty couldn't help but think this entire time. I should make her a custom set for her birthday/Christmas.
Now my question is, what are some good molds? Should I made them out of clay, resin, or something else? I'd like it to still have some wait to it. Also if I want to be ambitious and do my own version of the designs (I think this would be nice to fully match her playing mat) should I cast blank tiles and then dremel it? Not sure if a fine enough tip exists locally, so that might need to be an online purchase. Or should I 3D FDM/Resin print it? could even make the models, print 1 each, make a mold of the actual amount I need, that way the color is cohesive.
