OWP Denied

Hi, we are relocating to Vancouver end of June from Los Angeles. I am currently a US citizen and my husband was granted Canadian citizenship as well secondary to his grandfather being Canadian. I applied for permanent residency under the family sponsorship application in the beginning of March. 

I also simultaneously applied for an open work permit (am an emergency medicine physician with a job offer) and just found out my application was denied. This was the feedback that was provided, if anyone can give me any insight that would be greatly appreciated. My understanding was that I do not need a LMIA for an OWP.

Reasons for the refusal of your application:

Documents and information reviewed.

I searched for the employer to attempt to locate aLMIA/ LMIAe number, but no results were found.

Without a valid LMIAe and offer of employment, I am not able to determine the applicants eligibility for a work permit.

Unclear how subject meets requirements for an Open work permit.

Upon completion of the assessment, I have determined that your application does not meet the requirements of IRPA and/or IRPR.

I am refusing your application for the reason(s) outlined below • I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 200(1)(b) of the IRPR (https://laws.justice.gc.ca/eng/regulations/SOR-2002-227/

 section-200.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors: • The employer has failed to provide an offer of employment to you, as required under subparagraph 200(1)(c)(ii.1) of the IRPR.
