what's with people doing "DJ sets"?

I was just at PP, the end of the main lawn closest to Grand Army Plaza. I went to the lawn to have a relaxing study break in the sun, but there was this guy who had set up with a folding table and his laptop and a speaker playing really really loud and honestly not very good music (it was like electronic circus music??).

I found this super annoying as it ruined the ambience, and I didn't really have time to go to another sunny spot in the park as I had only given myself half an hour before returning to the library. Another guy went up to him and spoke and it looked like they had an unfriendly interaction and he kept playing his music after, so I didn't want to go up and say anything in case he got aggressive (I'm a younger lady). I was about 150m away so could not at all hear what they were saying

Is this common in PP? Is it generally seen as okay to do a DJ set like this, or a bit selfish?

I was super unimpressed but I'm new to this area so maybe it's generally seen as okay? I looked it up and it's definitely against the rules of Parks NYC
