Why are militant groups in Manipur allowed to operate so freely

Was watching this Vlogger travel through imphal where (timestamp-18:00) he is stopped by well equipped personnel with literally their name tags on refusing that they are affiliated with the state or manipur police yet they are allowed to operate so freely, i have seen similar videos of such vloggers encountering the same but with other groups including naga ones hence my question , how are they allowed to operate so freely , are they from pro peace factions , government backed groups, or are they some paramilitary that i dont know of? Or what else , also surprisingly they seem very nice and cooperative even after knowing the person is filming and is from mainland india, hence my question
