What do you think about the EXPL 540?

Hello!
I would like to buy my first "serious" bike that I'll use for wood paths, hills and nothing very extreme.
I found the EXPL 540 new at 660€ from decathlon and a used one for 500/550€

Is this the "best" I can bring home with this budget?

Can I find something better in Europe (Italy) ?
