How are these smooth 2D animations made? Any specific software/workflow?

I recently found this YouTube Shorts channel and really liked the animation style:

I’m new to 2D animation and wanted to understand how animations like these are usually made.

  • Is this frame-by-frame animation or rigged/skeletal animation?
  • Are they using any specific software like Adobe Animate, Toon Boom, Spine, Moho, Blender Grease Pencil, etc.?
  • How do they make the movement look so smooth and expressive?
  • Any beginner-friendly workflow/tutorial recommendations for this type of animation?
