Hello guys. This might be a dumb question, but do I have to select Canada at the very beginning of the EOI to qualify for the invitation if there’s another draw by May 30?

I’ve submitted my EOI a couple of days back, but since I’m not in Canada right now I’ve chosen where I’m physically at instead. Later I realized the two draws in March and April actually require that “candidates must currently reside in Canada with a valid study or work permit.” So I wonder if anyone has received the ITA even the country of residence in EOI isn’t Canada.
