ELI5: Have we "locked in" English due to the Internet?

A lot of languages developed over time due to geographic separation between areas. With the globalization of the language, with lots of documents that establish how English is spoken, would we expecting that English thousands of years from now (assuming we live that long) to be largely the same?

Edit: I should have clarified. I too like to meme, so I know that we'll always be coming up with new words/slang. But what I was really wondering about was the grammatical structure. Even for memes, most of it is inserted in sentences that match standard sentence structure.

Unpermitted deck question

Got my house ~5 years ago and had a single story backyard deck built ~2 years ago. In initial conversations with the contractor he told us that no permit would be needed. We then had more planning and conversations over the next couple of weeks, and we decided to add a roof to it.

The problem I only realized recently is that I didn't think to ask again whether we would need a permit if the deck is covered.

We would like to move houses sometime in the next few years.

What do I do here? Do I call the county office and ask about whether my deck would need a permit, without telling them it was already built?

Do I call an inspector? If I did this, I'm wondering if they would immediately report it to the county if there was something wrong with it.

Or do I just claim the deck was here when we bought the house?
