My daughter received this woggle today at her county awards ceremony (UK) where she received the Bronze Award following completion in Beavers.

I'm confused that no one else in her Beaver group who has moved up to Cubs recently was at the ceremony or got this award, she was the only one. Doesn't everyone get it? She goes to all the same sessions as everyone else.
Is the woggle ever worn after this or just on the day? I couldn't find any info on this on the Scouts website.
