Basement finish insulation. MA strange layout

I am trying to refinish a basement that was previously half finished by a previous owner. I tore out everything and it was just framing and thin wood paneling. I want to refinish and make it modern and livable.

I need help understanding insulation requirements. Local code in Boston area just requires bat and vapor barrier. But I see so many comments saying it will mold unless I use rigid foam. My basement walls have an 8 inch jut out half way through and lots of wiring and plumbing directly on the wall.

I was planing on just framing outside of all of it but not sure what to do if I now have to use rigid foam. Any suggestions for my area? Do I really need the foam? Can I just do 2 inch off wall framing, bat insulation, poly vapor barrier, the mold resistant drywall?
