
Players in Champion/High GM are abusing cheater compensation and Blizzards report system to boost their accounts
The Champion/high GM playerbase is small enough that you run into the same players every game. Some players are choosing others to target and spam report for cheating--players who are not cheating--to get them banned and get cheater compensation.
This is because Blizzard's report system works on a threshold where if a player is reported enough (probably within a small period of time) they will be automatically banned. There is virtually no way to be unbanned because the support system is automated. It only takes a few games of spam reporting someone to get them banned.

This can help but if you one trick a hero or stream then people will figure out who you are. They don't need to be 100% certain anyway if they have a single suspicion they can report, you don't get punished for false reporting.

Cheater compensation needs to be removed or the report system needs to be fixed (unlikely).
