MAGAts: Shouldn it be legal to issue an proclamation to prevent any/all investigations into someone for past or future suspected criminal behavior?

The question is clear. Should it be legal to simply declare that no investigations can ever be conducted about someone for past or future actions? Should it be possible to force an employee to make that potentially illegal declaration on the boss’s behalf? If you think it’s legal, tell us why.
