I.e, on grounds of:
wanting citizens to not be communing with demons (1st Commandment)
anti-fraud and consumer protection (8th Commandment)
wanting the working classes to not be distracted and stupefied (oppression of the poor: one of the 4 sins that cry out to Heaven)
reducing its propagandistic power when in the hands of murderous dictators like Francois Duvalier (5th Commandment)
wanting to reduce the societal prevalence of divination in general. For instance, imagine if airline pilots, air-traffic controllers, ship captains, cab drivers, etc. across the world made frequent use of divination instead of technology and common sense. It'd be a catastrophe.
Note: I'm referring specifically to commercial divination-based fortune-telling -- tarot readings, astrology, palmistry, psychic readings, etc..
