I've been playing observer lately and made a scenario where the Ottomans allowed Byzantium to keep existing in Morea. But for some reason Byzantines just keep on insisting they have 15k troops even though they cannot afford it and constantly go bankrupt. I thought it might be because of the fix army decision so i made them entact it but NOTHING changed.
