I want either of these phones, how long until you can buy this with some warranty?

I get it untested, means untested your buying spares, but this has gone to the other extreme of people selling known broken items, throwing charger or battery and playing dumb, ''was working last time I used it'' ''just needs battery I think'' this sort of coy, what does the TACS say about people who clearly have broken items just tryin to sell them to people thinking its a simple seller can't be bother to buy the charger?
