"electric mode is unavailable" months after 68C recall software fix

Had the 68C software fix a couple months ago (no battery replacement at the time).
Just recently, the Jeep will not go into electric mode - it says "electric mode is unavailable temporarily". But it's not temporary, haven't gotten it to go in to electric mode once in the past week despite trying repeatedly.
Anyone had this issue? I'm just outside warranty, will they diagnose it for free at jeep dealership since it relates to a few recalls presumably?
