Did Tank mess up by not giving Neo the operator programs?

So I may be late to the party for never having figured this out?

When Neo gets his uploads from Tank, he says he's supposed to do operator programs first, but those are "major boring shit" so he skips them.

Then Neo walks up to find Cypher who acts caught and closes a screen, so he was working on something (likely the remote entry and exit from the Matrix)

If Neo had been given his operator programming, would he have been able to spot Cypher's plans and thus derail his treachery, and following, did Tank mess up?

[Loved Trope] Hero is pushed over the edge by a loved one's death

- Raya and the last dragon - Raya put everything out there to try and save the world, but due to a mistake, Shishu is shot by Namaari and killed. Raya decides that vengeance is the only path left.

- Dragonball Z - Goku is finally pushed over the edge by the death of his best friend, and Freeza threatening his son, giving us the iconic Super Saiyan transformation when he finally gives into his full rage.

- Star Wars episode 2 - while always willfull, and somewhat arrogant, Anakin loses it when he finds his mother tortured and dying in his arms, taking his first big step to the dark side by giving into anger.
