Follow up: Seeking a partner/sponsor for a Fleet Management & ISO 9001 role

I posted here a month ago about my visit to Bucharest and got some great advice about the metro and the ride-sharing market. Thanks again to everyone who replied!
I’ve decided I really want to make this work. I’m an IRCA CQI member with deep experience in ISO 9001 and Fleet Management. My plan is to help a local transport company grow by setting up a "Drive to Own" fleet model—something I’ve seen work very well elsewhere.
The challenge is the work visa (D/AM). I’m looking for a company that needs these specific management skills and is willing to sponsor the permit. I know it’s extra work for the employer, so I am happy to:
- Pay for all the visa and work permit government fees myself.
- Cover the cost of a specialized immigration lawyer to handle the filing.
- Bring my own expertise to help organize and scale the fleet operations.
Does anyone know of a small-to-medium transport SRL or a consultancy firm that might be open to this kind of "professional partnership"? I'm not just looking for a "job," but a way to contribute my skills and eventually build something long-term in Romania.
