Saw a video where a guy was using the mortis reaper's ability outside of combat. Since the declare step tells you to pick enemies in combat I assumed it could only be used in combat, or at least that was the intention. What do you think?

I played my second game with Katakros since the battletome came out and unsurprisingly, it did not go well.
GW has recently been doing more errata on rules to make certain abilities better without actually changing what they do.
What do you think is needed to make Katakros playable? A massive points drop, ability rework, or both?
