got some questions

so i'm turning 17 next month. i live in a trailer park where you can't let your grass grow beyond 4 inches or else the park will mow it and charge you $50 to do so. my family has an outdoor cat (keeping him inside isnt an option unfortunately) who can and will kill any small animal, and my mom plans on moving out soon after i graduate highschool. after we move out, they'll definitely demolish our house and put in a new one bc the new park owner demolishes all the older trailers.

is it even worth it/possible to try to change our lawn? would flower beds with native plants help much if they'll be torn down in no more than a few years? is there anything i can do to shelter wildlife from my cat? i worry that anything i add (bird feeders, a tub pond, some sort of yummy plants or hiding spots for critters, etc) would just attract animals for him to kill, along with the other outdoor/stray cats in the park. we have a treeline to separate our yard from the property next to the trailer park, would it be beneficial to pull up the invasive plants there and plant some native flowers? partial pic of the treeline is attached, it goes on for probably double that length in our yard but goes on in our neighbors' yards as well.

there's also woods around the trailer park that i feel would serve as a better shelter than our yard but the park is pretty big so i want to make some sort of oasis in it and i'm kinda torn. idk. advice???
