For some reason my war score can't go higher than 90%. It says the war score for battles is capped at 45% and the war score for occupied counties is also capped at 45%. How am I supposed to win this war? There are no prisoners of value I can take because Sauron doesn't have children or anything. This is my final war against Sauron to destroy Mordor and is just can't win :(

Any ideas how I can win?
