Weird Shrivelled up part of my plant

Theres a weird shriveled up part of my plant that looks like its apart of the main stem. I don’t remember the plant name but I added a picture of it. Asked my friend and they said the red part looks like a scale bug, but I want another opinion. I would’ve hacked it off already but I’m a bit hesitant since its a thick stem, I don’t want to cause irreparable damage to my plant.

Keep in mind I barely know what I’m doing when it comes to plant care. I am shocked that its even still alive, so I’d greatly appreciate the help.

It gets 8 hours of uninterrupted UV light from a grow light attached to the houseplant housing, and is watered once a week with no extra moisture outside of that, and uses basic miracle grow potting mix.
