I would like to keep it at IOS 9, for the sake of using this phone long term with the device speed at launch as a dumb phone with maps/apple music/text/call.

In an ideal world I would be able to use Spotify, if you can help with this too please let me know.

I am buying a mobile data ipad to leave in the car and night stand as part of the digital detox thing, so I've heard I can download it on new iPad and download it with the apple id on the new device onto the old device at the last software version.

Im not a techie, or an apple person, so advice would be appreciated.
