Are Lizardmen just screwed in the new rules?

It feels like every team seems to have acquired all of the skills they would like to have against Lizardmen for nothing and Lizardmen got nothing in return.

Pieces are too expensive still and every piece feels instrumental.

At the same time, playing against a 13 man undead team that seems to have multiple rerolls and tackle on the wights that is somehow the same price as a lizard team with block on 2 saurus
