20-day tour - panniers or frame bags?

I am planning to do a 20-day tour through italy in September, staying in air bnbs rather than camping. I will be cycling most days, but stopping in bologna, florence, siena to do some sight-seeing, so i'll need some normal clothes and shoes for being out and about in the cities, and will want reading material and toiletries etc for the rest of the time. My bikepacking friends all tell me i can do this just with frame/saddle/bar bags, but I'm sceptical - particularly as I and my bike are on the small side. As this is my first tour, i would probably rather be over- than underprepared. But i'd be glad not to carry a rack around if it's redundant. Perhaps frame bikes are deceptively capacious. What are your suggestions? All advice gratefully received.
