How much will 20% seats to JEE candidates change things?

This year onwards, 20% seats have been allocated to JEE candidates.

How much will this change the ranks upp? Will the ranks fall by 20% too? Like Mechanical will fall from 18000 to 15000? Ik maybe bad maths, but please help!!
