There is a similar post about this in r/Upwork. The time a job was posted in the listings differs from the time indicated when you open or click the job. This makes it questionable whether the job do really gets posted in the search the moment it is created.

Good news for freelancers!

Job postings on Upwork now have the "Actively Recruiting" tag. This will help freelancers gauge the client's intent to hire. As for how to land a job, it is still up to the client to judge whether you are a good fit for them or not.
