I want to make a Visual Novel but how do I make one? Is it hard making drawings for background and characters?

Basically the Visual Novel game I want it to be based off Crisis: The Third Way (Кризис: Третий Путь), a Russian Visual Novel game about life after WW3 and etc. Sooo I have these questions:
1. Is it hard to draw everything and sketch or redraw?
2. What's the easiest way to make draw-offs?
3. How long would It take me to make it?
