Ongoing noisy neighbor situation getting worse and worse

Hello - first, thank you in advance for reading my post. I have to get this off my chest.

We have lived in a townhome with an HOA for six years. Our connected neighbors are fantastic. Our problem neighbors live behind us (our garages face each other). We did not always have issues with these neighbors. We used to wave at each other and chat.

One year ago, the owner moved her boyfriend in and that is where all the trouble started. He has a habit of blasting music with loud bass from either his running car or a sound system in their open garage. The music plays at all hours of the day and night and lasts a minimum of an hour up to multiple hours at a time. He drinks, parties, and yells along to the music or gets into heated arguments on speaker phone, nearly every day. We can hear the music throughout our entire house. I work from home, so this makes the situation even worse.

We have been documenting/recording the noise for one year now. We have connected with the HOA many multiple times and I even appeared at an HOA meeting to discuss this issue. We have also contacted the non-emergency police many times. The police have contacted them to quiet down and the HOA has told me that they are following their procedures for violations. Last night, we had to contact the police again. After the police left, this man began screaming at the top of his lungs in the open garage and in our alleyway. He said things like "F*ck you!", "B*tch ass people", "If you call the cops again, you're going to see me get killed by the cops", "I took on the NYPD and I'll take on ICE." etc. The owner was there and tried to get him under control. These ramblings also included what sounded like random crying, so we believe he may have been intoxicated.

We have contemplated legal action, but do not know if it would even be worth it at this point. We knew that our home was not our "forever home" and that moving was on the table at some point, but this person has really just made us feel unsafe and like we need to move ASAP.
