How do I stop the scale from going up?

Ok so basically, for the past 3 yrs ive been in a consistant 500 cal deficit. I have also gained around 50lbs. Currently I am 5'6 and 200. I have a 6-pack and decent muscle, but i feel that 200 is too big for my size, despite my build. No matter how hard i work out or how little i eat (tho i try not to starve my self or over exert in my workouts) ive found that i am consistantly gaining between 1-6lbs a month. How do i make this stop?
