Can a system be fair… but still feel manipulative?

I’ve been thinking about how users perceive fairness in different systems — especially ones that involve competition or interaction over time.

It seems like even when something is technically fair, people can still feel like it’s manipulative or stacked against them.

I’m curious how others see this:

What actually makes a system feel fair from a user’s perspective?

Is it transparency? Predictability? Control? Or something else entirely?

Would love to hear examples of systems that got this right (or very wrong).
