What Made a Good Suit of Armor in the 17th Century?

The question is pretty much as the title suggests, but I will clarify:

I'm asking this question in regards to the early 17th century, around the years 1600-1625.
We're also assuming here that this armor is meant atleast primarily for combat.
I'm also most curious about plate armor and how "good" it was generally seen as during this era for a combat role.
