Tons of posts here from parents frustrated about lack of equal play time and lack of position rotation in youth soccer. In the past, youth baseball had the same problem when it played by the same rules as the adult game. Can youth soccer solve its problem with similar rule changes? Should parents demand rule changes?
Minimum Playing Time
- Most leagues require every player to play at least a set number of defensive innings (often 6 outs, or 2 innings in a 6-inning game).
- Some rec leagues go further and require continuous play, meaning no one sits more than one inning at a time.
Mandatory Batting
- Many youth leagues use a continuous batting order, where every player bats regardless of whether they’re in the field that inning.
- This ensures all players get equal offensive opportunities.
Rotation Rules
- Coaches are often required—or strongly encouraged—to rotate players through different positions over the course of a season.
- Some leagues restrict how often a player can stay at a premium position (like pitcher or shortstop).
Pitching Limits
- Strict pitch count rules (common in Little League Baseball) prevent overuse of top players and force teams to use multiple pitchers, spreading opportunity.
- This indirectly increases playing time and development for more players.
Substitution Rules
- Unlike high school or pro baseball, many youth leagues allow free substitution with re-entry, so a starter can come out and go back in.
- This makes it easier to balance playing time across the roster.
No “Permanent Bench”
- Some leagues explicitly prohibit the same player from sitting multiple consecutive innings unless necessary (injury, discipline, etc.).
Game Format Adjustments
- Shorter games or inning caps are sometimes paired with rules like:
- Everyone must play the field before the 4th inning
- No player sits twice until everyone has sat once

They’re not just about fairness—they’re about development:
- More reps = faster skill growth
- Keeps kids engaged and reduces dropout
- Prevents early specialization and burnout
