Guys, I'm not the best in LoR lore. Honestely, I don't know anything outside the first 3 movies and the Shadow of Mordor\Shadow of war games.

Why cannot I create an orc vassal duchy as a human ? I tried console command but no use. There is some hard scripts engaged. Does anyone know what line in the code should I remove in order to make a multicultural empire ?
