What's the name of this tune... lets play a game

So another user nailed a classic DNB track from someone just describing it. So I thought this might be a fun game, and I'm going to give it a whirl at describing something to see if one of you classic heads can figure it out. Now I do know the name of this tune and will reveal it if no one gets it pretty quick, but let's give this a try.

Starts out with Dark Pads, a simple 3 note pattern, with a drawn out male vocal into a repeating sentence with heartfelt meaning. in comes the crystal sounding bells almost, not 100% sure how to describe them. the vocal is repeating and repeating then suddenly the reese bass comes in and the vocal hangs on the last word of the sentence for what seems like forever.

the hard hitting amen style break comes in kick kick snare snare kick kick snare snare, a unique but memorable beat.

huge sound reese and breaks, vocal repeats until this calm breakdown into the bells, and pads, and then we get the last three words and the last word hangs for like 12 seconds.

This track was huge in its time and came out mid 2002.

I want to modernize this track so bad but was denied by the original artist.
