Having a mare trying to set up a NAS drive. Is there a reputable company/person who could help sort it out?

Hi guys. Just received a TS431 off vinted, to store my music on. Plugged it in, lots of whirring and beeping going on. Seems to reset itself, boot again, in this endless cycle. Qfinder cant find it. The LAN light is off, but its plugged in to the router. The status light is blinking orange. What am i doing wrong?
